Strategic Plan
The City of Rockaway Beach is engaging the community in the development of a strategic plan that will guide the work of the organization over the next five years. The strategic planning process will include the development of five-year vision, values, goals, and action plan to guide the delivery of City services.
Engagement with the Rockaway Beach community and staff will drive the development of the strategic plan to ensure the City’s direction and goals are aligned with community priorities. We will also engage the visitors who frequent our community. The process will include gathering input from multiple perspectives on the desires, challenges, opportunities, and ideas we need to consider so we can preserve the best parts of Rockway Beach while planning for future needs. We seek to gather input from as many people as possible and hope you will help us shape the future of our community.

Think of the strategic plan as a roadmap for the organization. It is a big picture plan that tells City staff and the community where we’re headed and how we’re going to get there.
The strategic plan includes the City’s vision, and values. Additionally, the strategic plan outlines our main goals for the next five years and the actions needed to achieve them.
- Direction: It gives us a clear path for where the city organization is going in the next five years and what success looks like.
- Alignment: It helps everyone in the organization understand what is important and what to prioritize so we are all working in alignment to achieve our goals.
- Resource Allocation: It helps us efficiently use our resources, like money, time, and capacity.
- Measurement: It provides a basis tracking for our progress and success.
- Communication: It facilitates clear communication of our goals and progress throughout the organization and to the community
Rockaway Beach is a wonderful place to live, work, and play. Our community has experienced growth and change in recent years, and as we think about our future, we want to make sure we are providing the best quality service for our residents.

The City of Rockaway Beach is leading this project with the support of the City Council and staff. We have partnered with a consulting team to guide our organization in gathering perspectives from the community to ensure everyone has a chance to share ideas and help shape the future.

We began this process in June 2024 and intend to have the strategic plan finalized and adopted by City Council in November 2024 so we can begin implementation!
