What is the Short-term Rental (STR) Hotline?
Residents can call or fill out an online form 24/7 to report a non-emergency issue such as noise complaints, improper trash disposal, parking concerns, and unlicensed STRs.

Can I submit a video or photo as evidence of the issue?
Yes. When making the complaint via phone or online, you can request to receive a link to upload your photos and/or video.

What happens when a complaint is made?
The Required Local Agent (owner or property management company) will be contacted via phone and/or text message with details of the complaint. Per City Code, they must respond within 30 minutes.

What should the Required Local Agent do if notice of a complaint is received?
The Required Local Agent (owner or property management company) must respond within 30 minutes via text to acknowledge, resolve, and explain the resolution (with evidence, if they choose).

What if the issue is not resolved?
If a complaint is made via phone, the caller can request an automated callback after 60 minutes to report if the issue has been resolved. If not, the person who made the complaint will be provided with the local sheriff’s office contact information.

Why is the STR Hotline being implemented?
The hotline supports community compliance by making it easy for residents to report short-term rentals that may not be following the rules. By monitoring together, we help the City of Rockaway Beach ensure fairness, protect neighborhood integrity, and keep our community safe, respectful, and welcoming for everyone.

New Short-term Rental Licenses & STR License Transfers

There is a cap on the number of short-term rentals that can be issued at any one time. 
Only those who have been approved to proceed with a new license or license transfer application, may visit the STR Online Portal to complete the STR registration and submit your payment there.

STR Waiting List Applications are NOT processed via the STR Online Portal. You must complete the application and remit payment directly to City Hall.

  4. Parking plan diagram notice outlining the required off-street parking provided within the rental that identifies the number and location of off-street parking spaces for renters.
  5. Statement of liability insurance coverage from insurance company.

2025/2026 Short-Term Rental License Renewals

  • Renewal applications must be completed online at the renewal link below. 
  • STR owners must have access to a valid email account to complete the renewal process.
  • Completed application and payment must be received no later than July 31, 2025, or license will expire.
  • Certificates will be emailed to STR owners to print.

STR Transient Room Tax Information

Property owners renting homes on a short term basis are required to have a short term rental license and pay Transient Room Tax (TRT). The following forms and ordinances offer home owners the information they will need to legally rent houses for short periods of time within Rockaway Beach city limits.

Transient Room Tax is paid quarterly on the fiscal year calendar.
