Public Meeting Law (PML) Grievances
State law gives the Oregon Government Ethics Commission (OGEC) authority to enforce Oregon’s Public Meetings Law (ORS 192.610 to 192.705). To report a violation of Public Meeting Law (PML) by a City meeting body, a written grievance may be submitted to the City Recorder by email to cityrecorder@corb.us or in person at City Hall,  Monday – Thursday, between 8:00 am and 4:30 pm.  See the Public Meetings Law Grievance Policy for details.

My family visited and stayed in Rockaway Beach for over 20 years; falling in love with the city and its residents before making it our permanent home in 2018. Wanting to see our city thrive was the major reason I first got involved in city government which culminated in running for Mayor of Rockaway Beach in 2022.

I want to thank the voters of Rockaway Beach for again putting their confidence in me as Mayor so I can continue the work I began in January 2023.  I am excited to work with the new Council, to build a synergistic productive relationship with them; and to continue to focus on taking control of the Jetty Creek Watershed so we have a clean abundant supply of water, work on improving short term rental management for both business owners and residents, enhancing communication to residents, fiscal responsibility, and maintaining a productive collaborative partnership with our City Leadership so that we can work together for the betterment of Rockaway Beach for all.

I will also deliver on my promise of city government transparency and community engagement, balancing sometimes competing interests across our multiple stakeholder groups.

I am still listening.

Mary McGinnis
City Council Position # 1

City Council Liaison to the Rockaway Beach Planning Commission

Supporting my local community is a core value of mine. I grew up in logging camps and farms, learning the importance of working together and supporting others.

Tillamook County became my home 15 years ago, and I moved to Rockaway Beach 12 years ago, drawn to Rockaway by its friendly small town community.

I earned a Bachelor of Science in Government, History, & Economics Education from Missouri Western University. I followed that with a Master of Arts in Teaching and Learning from the University of Missouri, a graduate certificate in Teaching English as a Second Language from Portland State University, and completed a graduate program in Educational Leadership.

I am a career public high school teacher, with lots of other part time and summer jobs.

During my career, I had leadership opportunities that paved the way for being a City Councilor. I was selected as one of the top 18 master teachers in Missouri in the Select Teachers as Regional Resources (STARR) Program to mentor other teachers, and I served on Oregon’s Chalkboard Program (Oregon Community Foundation) Distinguished Educators’ Council where I lobbied the governor’s office and state legislators.

I am a Board Member of Rockaway Beach’s cultural nonprofit, Neah-Kah-Nie Coast Art & Music Cultural Foundation (NCAM). I am part of the Rockaway Beach Emergency Management CERT Team and Emergency Radio Team and a member of the Tillamook County Housing Commission Legislative Subcommittee. I served as a Commissioner on Rockaway’s Planning Commission.

I was appointed to City Council in the fall of 2021 and elected to my Council seat in 2024.
What is my Councilor vision for Rockaway? To build a strong and resilient community. I want to ensure a healthy balance between the quaintness of Rockaway’s past and our current dynamic growth. My project goals as a Councilor are to manage city resources for recreation, increase economic development, plan for long-term affordable workforce housing, manage the local environment sustainably, ensure a solid infrastructure for the future, and increase community involvement in City actions. These goals can only be accomplished by listening and working with everyone in the community.

During my years in the Midwest, I dreamed of living in a beach resort town. I feel privileged to live in Rockaway Beach where I can hike, kayak, bike, walk the beach, enjoy arts, shop, eat at our establishments, and visit with our friendly people. We are a welcoming community that offers something for everyone!

Tom Martine

Council Position 2

I moved to Rockaway in 1995 when I purchased the hardware store. After 4 months I was asked to join the fire department. Three years later, I was promoted to Captain and the medical officer. I retired from the fire department after 25 years of service. I joined the County Fire Investigation Team when it started up. I was a member of the planning commission for 4 years. I have accumulated 9 years on the city council with a break in the middle.
